Yes and yes were the answers to the questions. But the answer was qualified with the following statement.
Google Adwords, like any other traffic generation method, requires effort on the part of the advertiser. You cannot simply create a few ads, start them running and forget about them. You must watch, analyze, test and tweak your Adwords campaigns to get the maximum results.
